Agenda:
The Annual General Meeting of the Indang Village Homeowners Association was announced officially open by the Chairperson President Benedicta G. Offen. It was followed by a prayer and a welcome address.
In the middle of the presidents welcome address, Peter Woods & his group burst in to the meeting room and shouted his protest against the meeting. Peter Wood & his group refused to register their names and continued to aggressively stop the meeting by reading loudly his statement. He & his splinters group left the meetings only after several people, including the Brgy. Chairman Amorlito Cruzada & his wife tried to reason with him. Ultimately, he & his friends walked out. Despite the interruption and the unsocial behavior, the meeting went ahead.
Ground Rules & Public announcement were informed to the meeting. Soon after the minutes of the last AGM of 28 June 2009 were read and agreed as the true proceedings of that meeting. Since the UK Bank Account of IVHA were frozen, there was no yearly statements of account this year Gil Zarcilla was asked to follow up and secure a copy of 2009 yearly statements of account from Melicor Briones Villareal & Co CPAs.
The Annual Report for 2009 was presented by Benedicta G. Offen. Mrs. Cleo Humphrey moved that the annual report be adopted, this was seconded by Mrs. Brigida Sowa.
Amendments of By-Laws were postponed to a later Special General Meeting.
Brigida Sowa was appointed as Chairperson of the Commission on Election (Comelec). Two other members appointed were the Brgy. Chairman Amorlito Cruzada & Brgy. Chief of Police Armando Cordial. These appointments were proposed by Mrs. Benedicta G. Offen and seconded by Remedios Copp.
Nomination to the Board of Directors were read by Brigida Sowa and recorded in the flip chart by Malou Lumague for the members to see.
The following were nominated to the Board of Directors.
Brigida Sowa, chairperson of the Comelec called out the votes by the proxy of the members who were not present. Every proxy vote was supervised & scrutinized under the watchful eyes of the Brgy. Chairman Amorlito Cruzada & Chief of Brgy. Armando Cordial.

Note:
Officially only five Board of Directors were legally elected according to the By-Laws. Benedicta G. Offen, Pascualito Famy, Luningning Shah, Brigida Sowa, Gil Zarcilla
Soon after the election, the Board of Directors had their own election of Chairperson & Vice- Chairperson.
Benedicta G. Offen elected as Chairperson & will automatically sit in the Executive Committee. The same was true for Pascualito Famy who was elected as Vice- Chairman appointment. It was agreed that the following were appointed:

Get only Accredited Contractor to build & repair work inside the village.

Include the billing of maintenance fees together with water bills.

The Meeting was attended by 30 people including Peter and Cristina Woods,
Santiago and Iluminada Cacalda, Davies Corpuz & Crisanto Boado.
Three Indang Police PNP Officers attended namely: SPO1 Sarmiento, PO2 F. Garcia II, PO1 S. Jassacruz, also present were 6 Barangay Tanods.

Dear members
I have no doubt, yet again,that all of you have been inundated by personal emails from Mr. Peter Woods. The currentBoards stance is to keep quiet and let legal process take its course, but to keep quiet in this instance would be counter productive. It is a known fact, that when you allowed yourselves to be fed constantly with lies, your mind will soon believe that what you are hearing is true. It seem that Mr. Woods vast knowledge on every topic under the sun have perfected the science of mind manipulation, not seen since the cold war between the United States of America and the Soviet Union.
It may well worth quoting that the recent squabbles was non existent before Mr. Woods decided that he will do everything in his power to take his revenge no matter what the consequences. Mr. Woods with all his might, must act, must uncover all the wrong doings, must fabricate sensational stories, must criticize every good deeds of anyone who disagree with him, it really makes me wonder what sinister agenda behind all this hard work for the sake of Indang Village members.
Does Mr. Woods really think that his minority breakaway group can dictate and impose their will on the majority of members who reside in the U.K. Does Mr. Woods really believe that he is the conquering hero sent from heaven to do the righteous thing. Does Mr. Woods really believe that the IVHA Board of Directors (legally elected by the way) would allow any of its co-members to falsify legal documents in able to dip their hands into the Association funds.Does Mr. Woods really believe that the current Board of Directors is all in connivance for a measly sum of money. The truth is,past and present Board of Directors with the inclusion of the Developer has donated their time, effort and financial assistance out of their own pockets for the sake of Indang Village asking nothing in return from members but to pay their dues to the Association.
No one can claim to be whiter than white or a saint walking around with a halo above their heads, but to fulfill your own cravings to get even you must not involve innocent people. By doing so will only create disillusionment and hardship to people around you, If you have some personal issues to tackle with someone, take it with that person directly. The Village staff have suffered enough. IVHA paid up members are fed up and deserved more than hearing the non-stop bickering, innuendos and personal attacks. Disagreement should be discussed and presented to the proper channels without interfering with the smooth flow of normal administrative process.
Mr. Woods kept on battering us with his scaremongering tactics and we should not be intimidated and be blinded on what is really happening. All he has achieved is to divide previously united members, united in their goals to make Indang Village a better place to live. Mr. Woods with all his good or some might say, evil intentions has now partially succeeded in bringing about chaos to the lives of people, directly or indirectly involve in this latest and very sad episode in the history of Indang Village. But it is not too late. It's the election season in the U.K., the Philippines and also in Indang Village. Vote with your conscience and participate. Let us do this once and for all. Let the would be elected IVHA Board of Directors whoever it may be to run the Village as you may seem fit and not by a minority group headed by a person hell bent in revenge that he is blinded by his own unforgiving obsession.
Let us hope for the success of this endeavor. No matter what the outcome of this election, the truth will prevail and a new beginning beckons.

WELCOME
This is the first annual report of its kind since its inception in 2000 intended for owners and residents of Indang Village in Indang, Cavite, Philippines .
The recent economic crisis is affecting everyone and your IVHA is no exception. Past and present committees is still trying to implement their powers to collect more fees from members but, what we have seen is a steady decrease in the return of membership renewals this year. But, bear this in mind, a well kept subdivision constantly increases in value and is always desired by many prospective buyers and investors. Subdivisions that are not maintained and not looking their best are the ones which do not have the funds for maintenance. Your monthly dues will surely return back to you a tenfold.
Your Board wants to fight the issues that threaten our property values and the quality of life in Indang Village Please help us do that by paying your maintenance fees regularly and on time.
Dave Kavanagh has decided to step down as President because of technicality of whether a foreigner could serve as an officer in an Association like IVHA. The House and Land Regulatory Board (HLURB) answer to that is in the negative. (Please see copy of official letter from HLURB stating the fact) For continuity sake and compliance with the ruling of HLURB, Benie Offen has taken over as President and on the special meeting held on the 15th of November 2008 with a quorum of more than 2/3rds of the member attended.A new set of officers were elected as follows:
The election of new officers will take place so please REMEMBER thatYOU are the association and your dues make it possible to provide necessary services to continue. YOU are the association and YOU can make things happen. Collectively, your vote has the power to overcome all negative issues. Participate and get your voice heard. Do not let individuals with their own private hidden agendas to impose their will on you. YOU are the association and your vote matters. YOU are the association and your vote counts.
The year 2008 was an eventful year for the Association. The gradual improvement of the Village in terms of houses that have been built and being constructed can be appreciated. Phase 1 have 10 houses built. Phase 2 have 19 houses built. Phase 3 have 5 houses built. There are now in total 34 houses in Indang Village.
The upper part of the commercial building is now the new branch of Hillcrest a renowned school in Cavite.The former British School is currently being converted into a Nursing Home for the elderly.

Things to be addressed in 2009:
Because of malicious gossips and bickering among members (on which the root cause I will not try to delve upon) all the precious time and resources of the committee were wasted on trying to appease the parties involved. All but one of the longest serving officers of the committee has lost the initiative to carry on. Fresh new faces with new ideas, concept, expertise and knowledge are not discouraged but are most welcome. It will be all a learning curve that we must pass and overcome. Experience is a good practical teacher and mistakes are part of a process that we should learn not to repeat again.
POSSIBLE SOLUTIONS:
For Rectifying the House Rules and Regulations ( HR & Rs ) and By-Laws Violations.
Concern has been expressed regarding the failure of some members to meet the maintenance and other requirements, stipulated in the HR&Rs and By Laws. The question has been raised as to why the previous and present Association Board has failed to take action to obtain compliance, thus reducing the value of our homes and investments. While this is a valid and appropriate question to ask, a few facts first need to be given.
